Local service interruption via unsynchronized NET/ROM sysctl reads

A data race in affected Linux kernel NET/ROM releases allows local users to interrupt service through concurrent reset-circuit sysctl access. The nr_rx_frame and nr_state*_machine paths read sysctl_netrom_reset_circuit without READ_ONCE while a sysctl writer can change the shared value concurrently. Low-privileged local access and a difficult race are required; published sources do not identify whether interruption manifests as a hang, crash, or reboot.
