Local denial of service via multicast barrier

Denial of service in Linux IPv6 multicast teardown from 5.13 through 6.8.1 allows local users to interrupt service under load. The ipv6_mc_down() path performs an unnecessary synchronize_net() barrier that can delay teardown for 200 microseconds to 5 milliseconds under load. Low-privileged local access and sustained load are required; an upstream stable reviewer described the change as a performance tweak rather than a bug fix, so the security impact remains disputed.
