ACL bypass via incomplete post-removal rewrite

Improper authorization in Apache Kafka 3.5.0 through 3.5.2 and 3.6.0 through 3.6.1 allows remote attackers to bypass ACLs. KRaftMigrationZkWriter.handleAclsDelta stops tracking a changed resource after its first surviving ACL match, so it writes only that ACL to ZooKeeper. The flaw requires an administrator to remove an ACL during migration; ignored DENY rules expose or alter data, while ALLOW-only setups can interrupt service.
