Local information disclosure via unchecked frequency-data bounds

An out-of-bounds read in the ACPM component of Google Android 13 allows local users to disclose memory through update_freq_data. The update_freq_data function reads beyond the intended buffer because frequency data is used without the required bounds check. Local execution is required, but no additional execution privileges or user interaction are needed; the reported consequence is information disclosure only.
