Local privilege escalation via unchecked TMU index

Out-of-bounds write in the ACPM TMU code in Google Pixel devices running Android 13 allows local users to escalate privileges. The tmu_set_gov_active function in tmu.c performs a write without first checking that the selected index remains within the intended buffer. Exploitation requires local code execution on an affected device, needs no additional execution privileges or user interaction, and can compromise confidentiality, integrity, and availability.
