Authentication bypass via traversal in public resource paths

Path traversal in JetBrains TeamCity On-Premises before 2023.11.4 allows remote attackers to bypass authentication via crafted URLs. Public resource handlers accept double-dot segments and route the normalized path to protected JSP and servlet endpoints without enforcing their authentication checks. Any remote attacker with HTTP(S) access can read limited diagnostic data or alter limited HTTPS settings, including the certificate and listening port.
