Local privilege escalation via world-writable model cache

Incorrect directory permissions in MLflow before 2.16.0 allow local users to gain privileges when spark_udf processes a model. The _create_model_downloading_tmp_dir helper changes a newly created model-download directory from mode 0700 to 0777, allowing other local users to replace its contents during the download-use gap. Exploitation requires spark_udf to create the directory while a higher-privileged process loads the substituted model files.
