Unauthenticated code execution via upload validation race

Remote code execution in SO Planning before 1.52.02 allows remote attackers to execute PHP code when public view is enabled. The upload handler moves an attacker-supplied PHP file into a web-accessible directory before validating it, then deletes it only after the checks finish. An attacker must obtain the over-privileged public session and win the brief move-before-delete race, after which the payload runs with the web server's privileges.
