Uncontrolled resource consumption in Discourse stable 3.2.0 and earlier allows remote authenticated users to make an instance inoperable. The suspend, silence, and CSV-export controllers accept oversized reason, user-list, entity, and argument values, causing excessive work and oversized history records. Moderator access on the same site, or staff access to another site in the same multisite cluster, is required; successful requests interrupt the forum service.
