Admin browser script execution via uploaded SVG

Stored XSS in Decidim before 0.27.6 and 0.28.0.rc1 through 0.28.0 allows remote authenticated users to execute script in an admin browser. Admin edit forms accept a returned upload blob ID and later render crafted SVG event-handler markup without neutralizing it. Exploitation requires administrator access, a crafted upload request, manual insertion of the blob ID, and an administrator viewing the stored record.
