System hang via redundant USBTV teardown locks

Improper locking in the Linux USBTV video driver on Linux and Siemens TM MFP systems allows local users to cause a system hang. The usbtv_video_free() teardown path redundantly acquires vb2q_lock and v4l2_lock and calls usbtv_stop() before device unregistration, allowing cleanup to deadlock. Triggering the hang requires a USBTV device and local ability to disconnect it; disconnection while streaming reaches older affected kernels, while the later regression also exposes idle disconnection.
