PPPoE flowtable miss via wrong header offset

Flowtable lookup failure in affected Linux kernels allows local users to route PPPoE packets through the classical forwarding path. nf_flow_tuple_encap() reads the PPPoE header from skb_mac_header() even though ingress processing places it at skb_network_header(), producing the wrong session identifier in the lookup tuple. The condition requires configured nftables flow offload and PPPoE traffic; affected packets miss the fast path, so later Netfilter hooks process them.
