Local system hang via unthrottled packet logging

Resource exhaustion in the Linux kernel tun driver allows local users to hang affected systems by sending repeated illegal packets. The tun_do_read path prints every rejected packet through print_hex_dump without rate limiting, consuming excessive CPU time when console output is enabled. Exploitation requires low-privileged local access, vhost-net processing through a TUN device, and an enabled console; the bounded consequence is a soft lockup.
