Device unavailability via unlocked online-state evaluation

Race condition in s390 channel I/O in Linux allows local users to leave an affected device unavailable during online processing. A path-verification request can arrive after ccw_device_set_online() finishes waiting for final state but before it evaluates that state because the CCW-device lock is not held across both operations. Local low-privileged access and precise timing are required; a triggered race leaves the device inconsistent, and later online attempts fail with ENODEV.
