Local system hang via clk_summary deadlock

Improper locking in affected Linux kernels allows local users to hang the system by reading the debugfs clk_summary file. The clk_summary_show path walks clock devices before ensuring they are runtime-resumed and fails to check a runtime-PM acquisition error, enabling concurrent device resume to deadlock or underflow the runtime-PM count. Reachability requires local debugfs access while a clock device is resuming; the documented consequence is a system hang, not data disclosure or modification.
