Port resets via off-by-one PDO counting

Off-by-one error in Linux TCPM 6.8 through 6.8.7 allows local users to trigger incorrect power transfer or port resets. The pd_set function increments nr_snk_pdo and nr_src_pdo after loops whose exit indices already equal the updated PDO counts, causing TCPM to use an out-of-bounds count when matching or advertising power capabilities. Reaching the flaw requires USB Type-C power negotiation on an affected kernel; the resulting wrong RDO, Rp level, or source PDO can produce overvoltage, overcurrent, or a port reset.
