System interruption via invalid MMIO RAPL defaults

NULL pointer dereference in the Linux kernel allows local users to interrupt system operation during MMIO RAPL driver probing. The intel_rapl_common module continues probing when defaults_msr is unset, leaving rp->priv->rapl_defaults NULL when the RAPL framework registers the MMIO driver. Exposure requires an affected kernel on hardware whose CPU ID is absent from the intel_rapl_common model list and execution of the MMIO RAPL probe path.
