System crash via NULL powerplay table dereference

NULL pointer dereference in Linux kernel 6.7.9 through 6.7.11 and 6.8 through 6.8.2 allows local users to crash the system. AMDGPU get-power-limit paths dereference powerplay_table even though SR-IOV initialization leaves that pointer NULL. A low-privilege local user must reach a power-limit query on an SR-IOV AMD GPU; the documented consequence is availability loss only.
