PCIe device loss via bridge power-state race

Denial of service in Linux 6.6 through 6.6.17 and 6.7 through 6.7.5 allows local users to disrupt PCIe device discovery. The pci_pme_wakeup() path can access a subordinate device's configuration space while its parent bridge is RPM_SUSPENDING because polling does not hold the bridge in RPM_ACTIVE. The observed impact requires a Thunderbolt/USB4 hierarchy with an NVMe endpoint below a bridge entering D3hot, after which the endpoint disappears from discovery.
