GPU service interruption via stale overflow-clear bit

A buffer-management flaw in the Linux kernel allows local users to interrupt AMD GPU operation by triggering repeated IH ring overflows. The amdgpu IH ring update paths fail to reset OVERFLOW_CLEAR after writing the read pointer, leaving later ring overflows undetectable. Local low-privileged access and affected AMD GPU hardware are required; the documented impact is availability loss, not data access or modification.
