Service interruption via synchronous ipset swap waits

Performance regression in the Linux kernel's ipset subsystem allows local users to interrupt service through repeated set swaps. The ipset swap path performs synchronize_rcu synchronously, waiting for a grace period on every swap instead of deferring destruction through call_rcu. Exploitation requires local low-privileged access and favorable timing; the bounded consequence is degraded availability without data exposure or modification.
