Local storage hang via block-holder mutex deadlock

Improper locking in Linux kernel 6.7 through 6.8.1 allows local users to hang block-device I/O during RAID reconfiguration. The bd_link_disk_holder() path reuses gendisk's open_mutex while creating holder symlinks, letting partition scanning retain that mutex while awaiting resumed RAID I/O. Low-privileged local access and concurrent partition scanning plus array modification are required; the resulting circular wait interrupts storage service.
