Crashloop via invalid UTF-8 workflow fields

Improper input validation in Temporal Server allows remote authenticated users to cause a crashloop through invalid UTF-8 workflow data. Frontend workflow handlers, search-attribute decoding, and history command validation accept malformed strings instead of rejecting them. Workflow permissions are required; a malformed task can remain queued until queue handlers stall and exhaust system resources.
