Service interruption via premature DPLL mutex use

Improper mutex initialization in Linux 6.7 allows remote attackers to interrupt service through the Intel ICE networking driver. The ice_dpll_init function registers DPLL devices before initializing pf->dplls.lock, so callbacks can attempt to lock an uninitialized mutex. Exposure requires Intel ICE hardware and the DPLL initialization path; the published trace demonstrates a kernel warning, not a documented crash or hang.
