Kernel availability loss via undersized netlink attribute

Out-of-bounds read in the Linux kernel allows local users to hang the system by supplying a malformed netlink attribute. The lib/nlattr.c validation path leaves the minimum length for NLA_BE16 and NLA_BE32 at zero, so nla_validate_range_unsigned reads beyond an undersized attribute. Low-privileged local access is required to submit the netlink message, and the grounded impact is availability loss rather than data disclosure or modification.
