Kernel service interruption via stale sibling map

Denial of service in the LoongArch SMP code in Linux allows local users to interrupt service when a nonboot CPU is offlined. The loongson_cpu_disable() path marks the CPU offline but fails to remove it from cpu_sibling_map, leaving stale SMT topology that drives the jump-label count below zero. The condition requires a LoongArch SMT system, CPU-hotplug support, local low-privileged access, and a nonboot CPU-offline event; no data access or modification is reported.
