Local boot failure via skipped GIC ITS quirks

Availability failure in the Linux kernel allows local users to cause boot failure on affected ACPI-based ARM systems. The ACPI probe path bypasses the GIC ITS quirk table after refactoring, so affected hardware initializes without required errata workarounds. Exposure requires an ACPI-booted ARM platform with an affected GIC ITS quirk; HIP07 loses GICv4 functionality, and other systems can fail to boot.
