Kernel crash via wrapped TAPRIO entry index

Out-of-bounds shifting in Linux kernel 6.1 and later before 6.9 or a branch fix allows local users to crash it via crafted TAPRIO entries. taprio_parse_tc_entry() stores an unsigned TCA_TAPRIO_TC_ENTRY_INDEX value in a signed integer, checks only the upper bound, and then uses a wrapped negative value as a shift exponent. Reaching the path requires local low-privileged access to create or change a TAPRIO qdisc through rtnetlink; the documented consequence is kernel interruption.
