Kernel-memory disclosure via oversized skb tailroom copy

Uninitialized-memory exposure in the Linux netlink subsystem allows local users to read stale kernel heap data through packet sockets. In netlink_to_full_skb(), skb_put_data() uses skb->end, a buffer offset that includes uninitialized tailroom, instead of the actual payload length in skb->len. Local low-privileged access is required; the packet receive path can return those uninitialized bytes to user space, while no integrity impact is established.
