Host crash or hang via stale GRO state

Denial of service in the Linux kernel veth driver 5.13 through 6.8-rc6 allows local users to crash or hang the host via feature sync. veth_disable_xdp() skips clearing NETIF_F_GRO when XDP is disabled while the interface is down, leaving GRO set without NAPI instances. Re-synchronizing features through ethtool or a peer change then disables nonexistent NAPI state, causing napi_disable() to hang or an uninitialized hrtimer stop to crash.
