Local kernel hang via MPTCP diagnostic lock inversion

Improper locking in Linux MPTCP diagnostics allows local users to hang affected kernels by requesting subflow listener data. The subflow_get_info path takes a socket lock while inet_diag_dump_icsk already holds the listener hash lock, reversing an existing dependency; the fix skips extended data for MPTCP subflow listeners. A low-privileged local user must issue the diagnostic Netlink request, and the resulting circular wait interrupts system availability without disclosed data access or modification.
