Service interruption via enabled IRQ during CPU hotplug

An IRQ-state flaw in the Linux kernel allows local users to interrupt LoongArch secondary-CPU initialization during hotplug. In arch/loongarch/kernel/smp.c, arch_cpu_idle_dead invokes the restart init_fn while interrupts remain enabled, allowing an unexpected interrupt before startup state is ready. Reachability requires a LoongArch system with CPU hotplug and local access; the documented result is an RCU warning and service interruption.
