System hang via unmatched CXL range shutdown

Denial of service in the Linux kernel allows local users to hang a CXL-enabled system during HDM decoder initialization. In __cxl_hdm_decode_init(), drivers/cxl/core/pci.c disables the HDM decoder when no DVSEC CXL range matches a platform CFMWS window. Reachability requires CXL hardware whose HPA is not an SPA; the decoder shutdown disables system memory and hangs the host.
