System hang via suspended array recovery bypass

Improper state handling in Linux before 6.7.7 allows local users to hang RAID array shutdown through a suspended array. The md_check_recovery function returns early when mddev->suspended is set, so md_read_sync_thread never clears MD_RECOVERY_RUNNING and stop_sync_thread waits indefinitely. Reaching this path requires local low-privileged access and a suspended multidisk array with an active sync thread; the bounded consequence is a hang during array shutdown.
