Kernel crash via premature GTP netlink registration

Use-after-free and null-pointer dereference in Linux GTP support allow local users to crash the kernel through a netlink dump request. The GTP generic-netlink family is registered before its per-network operations, allowing gtp_genl_dump_pdp to access unavailable or released network state. A low-privileged local user must reach the GTP netlink interface; the demonstrated consequence is a general-protection fault that interrupts the host.
