Local service interruption via unreleased QP resources

Resource exhaustion in affected Linux kernel builds allows local users to interrupt service through failed qedr user-QP creation. When qedr_init_user_queue() fails inside qedr_create_user_qp(), the error path leaves previously allocated QP resources unreleased instead of freeing them. Exploitation requires low-privileged local access and an active qedr RDMA device; repeated failures consume kernel resources and deny availability.
