Local kernel crash via premature netlink registration

Use-after-free and null-pointer dereference in affected Linux kernel releases allow local users to crash the kernel through SRv6 netlink requests. The seg6_init function registered its Generic Netlink family before seg6_net_ops, allowing a request during that interval to access absent or freed per-network SRv6 state. Low-privileged local access is sufficient, no user interaction is required, and the documented consequence is an availability interruption.
