Local netlink dump hang via DPLL lock inversion

Deadlock in the Linux kernel DPLL subsystem 6.7 through 6.7.5 allows local users to hang kernel netlink dump operations. __netlink_dump_start() takes dpll_lock under nlk_cb_mutex, then netlink_dump() reacquires nlk_cb_mutex while retaining dpll_lock, reversing the competing lock order. A concurrent DPLL pin dump on another CPU is required, and the documented consequence is an availability-only hang.
