Local system crash via null USB hub dereference

NULL pointer dereference in the Linux kernel 6.5 allows local users to crash the system during USB device state updates. update_port_device_state derives a usb_hub from udev->parent, then accesses port_dev even when actconfig or maxchild is zero and the conversion returned NULL. Reachability requires the USB core device-state path to process a parent without an active configuration or children; the reported consequence is a kernel crash without data disclosure or modification.
