Platform hang via disabled CO0 interconnect keepalive

Availability failure in Linux on Qualcomm SC8180X platforms allows local users to hang the system through affected hardware activity. The sc8180x interconnect table leaves bcm_co0 without its required keepalive flag, permitting the CO0 bus clock manager to power down while dependent hardware remains active. Reachability requires a Qualcomm SC8180X system using a dependent device such as UFS; loss of its SoC interconnect hangs the platform and floods the log.
