Kernel availability loss via HSR allocation warning

Resource exhaustion in affected Linux kernel versions allows local users to interrupt kernel availability through HSR frame processing. When hsr_init_skb cannot allocate an skb, send_hsr_supervision_frame invokes WARN_ONCE instead of emitting a device-scoped warning for the recoverable failure. Reachability requires local low-privileged access and an active HSR supervision path; reported impact is limited to availability.
