Local service hang via premature NAPI disable

A race condition in Linux kernel hv_netvsc 5.8 through 6.8-rc1 allows local users to hang Hyper-V network-device removal. During a probe/remove race before subchannel setup runs, netvsc_device_remove calls napi_disable on NAPI structures that were added but never enabled, leaving napi_disable in an infinite sleep. The system must be a Hyper-V guest using hv_netvsc, and triggering removal can indefinitely stall the removal task and disrupt network-device service.
