Statistics-reader hang via unsynchronized counter updates

Race condition in the stmmac driver in Linux 6.6 before 6.6.18 allows remote authenticated users to hang statistics readers. Concurrent stmmac_xmit and stmmac_napi_poll_tx execution on different CPUs updates one u64_stats_sync without mutual exclusion, allowing a seqcount update to be lost. The condition is limited to 32-bit platforms and leaves statistics readers spinning indefinitely, interrupting affected network-management operations.
