Wi-Fi connection denial via stale ECSA handling

Availability failure in Linux 6.7 cfg80211 allows attackers to block Wi-Fi connections via a persistent ECSA in probe responses. The connection check treats every extended channel switch announcement as an active switch and refuses association, even when an access point repeats stale data indefinitely. Triggering requires Wi-Fi discovery of an access point that continuously advertises the stale element; the documented failure prevents association rather than crashing the kernel.
