Local service interruption via misplaced arm64 workaround

Availability flaw in Linux kernel 6.6 through 6.6.14 and 6.7 through 6.7.2 allows local users to interrupt affected arm64 systems. The arm64 exception-return path places the required TLBI and DSB before a subsequent LDR, leaving an explicit memory access after the workaround. The issue requires an affected Cortex-A520 or Cortex-A510 core with page-table isolation disabled; published scoring identifies only availability impact.
