Local service interruption via chain-template memory leak

Memory leak in Linux kernel traffic-control flower offload allows local users to exhaust kernel memory through repeated qdisc deletion. During filter-block unbinding, the flower classifier omits the FLOW_CLS_TMPLT_DESTROY command, leaving hardware-offloaded chain-template allocations referenced. Reaching the flaw requires privileges to configure traffic control on an offloaded switch port; repeated teardown can deplete memory and interrupt service.
