Kernel crash via adminq teardown race

Race condition in pds_core allows local users with delegated VFIO or vhost-vdpa access to crash an affected Linux host kernel. pdsc_adminq_isr work and pdsc_adminq_post can continue using the adminq after firmware or PCIe reset teardown has freed it because concurrent users were not reference-counted. Reachability requires a Pensando device and local access to a VFIO or vhost-vdpa device file while an adminq user races firmware recovery or PCIe reset.
