System deadlock via recursive PCI bus locking

Improper locking in Linux 6.7 allows local users to hang the system during asynchronous Qualcomm PCIe controller probe. The Qualcomm host post-init path walks the PCI bus while holding pci_bus_sem, then pci_set_power_state() re-enters the ASPM path and tries to take the same read lock again. Reachability requires affected Qualcomm PCIe hardware and a competing asynchronous-probe thread that takes the write lock; the resulting recursive lock halts progress.
