System-wide slowdown via unserialized membarrier calls

Denial of service in affected Linux kernel versions allows local users to slow the system by repeatedly invoking sys_membarrier. The expedited membarrier paths in kernel/sched/membarrier.c issue costly interprocessor interrupts without global serialization, allowing callers to saturate the machine. A local low-privileged account and a system where the syscall is expensive are required; the consequence is an overall workload slowdown.
