Kernel panic via oversized ACL group encoding

Out-of-bounds write in Linux kernel mlxsw ACL handling allows local users to crash systems through crafted TC filters. The PAGT register encoder accepts a firmware-reported ACL-group maximum above its fixed 16-entry layout, causing mlxsw_sp_acl_tcam_group_update to overwrite its stack when a priority pattern requires more than 16 regions. Reaching the crash requires administrative traffic-control access on a system using a Spectrum-2 or newer ASIC.
